S. B. 12 -- "A BILL to amend and reenact §16-13D-1, §16-13D-2, §16-13D- 6, §16-13D-8 and §16-13D-15 of the Code of West Virginia, 1931, as amended; to amend said code by adding thereto six new sections, designated §16-13D-10a, §16-13D-10b, §16-13D- 15a, §16- 13D- 15b, §16-13D- 15c and §16-13D- 15d; and to amend and reenact §24- 2-3 and §24-2-4b of said code, all relating to regional authorities; relating to regional water authorities, regional wastewater authorities or regional water and wastewater authorities ; authorizing regional authorities to provide joint maintenance of its participating public agencies; defining terms; authorizing extension of service to unserved customers within its territory; establishing a procedure to establish rates; requiring a deposit for new service; establishing a process to collect delinquent payments; establishing a budget process; requiring audits; providing criminal penalties; permitting authorities to purchase or merge with existing public service district to provide water services; permitting the installation of related infrastructure and referencing the authority of regional authorities in relation to the Public Service Commission's requirements."
